ILLINOIS BUDGET CRISIS

A balanced budget, improving our economy and job creation are top priorities for 2010. We must reduce
our out of control spending and stop the credit card mentality to restore a stable and sustainable economy. Holding the line on tax increases for individuals and corporations will help stop the exodus of the 365,000 jobs that have been lost in this recession. The pension and Medicaid systems must be reformed in order to stop our fiscal slide down into insolvency. Below is my plan to achieve these goals.

The Bellock Blueprint for Budget Reform

  1. Job creation in Illinois through tax credits and incentives for business with HB 5802, 5191 5808, 5807, 5806, 5811, 6086, 5803, 5810, 5812, 5805, 4943, 4659, 5805 and SB 1578.
  2. Pension reform in addition to SB1946. Analyze 401(k) type plans such as the Federal Thrift Savings Program for new employees.
  3. Reforms on worker's compensation and unemployment insurance.
  4. Medicaid reform as in:
    • providing "medical home" with primary care physician for clients
    • introducing a recapture audit by an independent CPA firm to cut out waste and fraud.
    • Move "Medicaid only" cases out of field offices and put them in a centralized office.
    • Downsize state institutions and transition eligible individuals into a community integrated settings with quality care for residents and cost effective savings for the state.
    • Bellock sponsored bills HB5241, 5242, 5243, 5240.
    • Roll back Medicaid eligibility to pre-Blagojevich years.
  5. Implement a statewide employment and promotion freeze.
  6. Require a comprehensive review of Illinois Taxing Districts to consolidate or reduce districts.
  7. Require a comprehensive review of all 1,750+ state programs to eliminate unnecessary and costly programs.
  8. Implement capital contracting and procurement reforms. (HB379).
  9. Eliminate "Pay to Play" practices.
  10. Twelve furlough days for all state employees (legislators already taking)
  11. Implement a forensic audit for all state finances to identify and eliminate waste and fraud. (HR1057)
  12. Eliminate the Lt. Governor office and combine the Comptroller's and Treasurer's office.
  13. Eliminate all taxpayer funded cell phones & blackberries unless funded for emergency services.
  14. Sell half the state car fleet, eliminate free Legislative Leader cars, eliminate gas cards except for police cars, and eliminate any state funded travel out of state.
